New Delhi, October 29: Union Home Minister and Minister of Cooperation Amit Shah on Thursday directed the National Cooperative Development Corporation (NCDC) to prepare a roadmap for the next 25 years, covering its institutional structure, ways of raising resources and operating framework.

He was chairing the 93rd meeting of the NCDC General Council at the corporation’s headquarters in New Delhi. He asked for a group of cooperative sector representatives and professional experts to examine the corporation’s structure, capital mobilisation, financial autonomy and future business openings.

NCDC’s numbers

Figures presented at the meeting showed that NCDC disbursed ₹4,14,586 crore to cooperative institutions between the setting up of the Ministry of Cooperation and October 25, 2026. In 2025-26 it sanctioned projects worth ₹1,55,408 crore and disbursed ₹1,27,596 crore, up from ₹24,733 crore in 2020-21.

The corporation earned a net profit of ₹1,475 crore in 2025-26, with a loan recovery rate of 99.84 per cent and zero net NPA. The 3,339 units and projects it sanctioned that year cover 14,881 cooperative societies.

Bigger lending targets

Referring to disbursement targets of ₹1.70 lakh crore for 2026-27, ₹2.10 lakh crore for 2027-28 and ₹2.50 lakh crore for 2028-29, Mr Shah called for aiming at about ₹3.50 lakh crore in 2029-30 and ₹4 lakh crore in 2030-31. He suggested consortium and co-financing models with NABARD, State Cooperative Banks and commercial banks.

North-East, sugar mills and youth

Mr Shah said a target has been set to make the North-East self-reliant in milk, eggs, fish and meat by 2030, and asked NCDC offices in the region to prepare projects with State Governments.

He also called for circular economy models for cooperative sugar mills, with shared facilities for ethanol, CNG and other products, citing proposed initiatives in Kolhapur and Pune. Young people trained under the Sahakar Mitra programme should be linked with new Multi-State Cooperative Societies, he said.

As an example of grassroots lending, he noted that NCDC has sanctioned finance for about 100 deep-sea fishing trawlers.

Other updates

The NCDC (Amendment) Act, 2026, published in the Gazette on August 14, widens the ways NCDC can fund cooperatives, including through equity and share capital. The Centre has approved a ₹2,000 crore grant that allows NCDC to raise ₹20,000 crore from the market over four years. Under the new Sahakar Navachar Yojana, cooperatives can receive grants of up to ₹25 lakh for innovation.
