New Delhi, October 31: Vice-President C. P. Radhakrishnan on Saturday asked the Indian Institute of Public Administration (IIPA) to lead work on preparing civil servants for the India of 2047, saying administrative systems built for a mainly rural, farm-based country now need to be reoriented.
He was speaking at the 72nd Annual Meeting of the General Body of IIPA in New Delhi. The Vice-President is also President of IIPA. Union Minister Dr Jitendra Singh, Chairman of the IIPA Executive Council, and IIPA Director General Dr Surendra Kumar Bagde attended.
What he asked of administrators
Mr Radhakrishnan said governance is now expected to be faster, citizen-centric, technology-enabled, data-driven and focused on outcomes. He said good governance should be judged by its effect on people’s well-being and living standards as well as by economic growth.
He said public administration works only when the Central Government, state governments and district administrations coordinate with a shared purpose. He also called for a balanced approach in which natural resources are used carefully for people’s benefit while protecting the environment.
He said more than 25 crore people had been brought out of poverty over the past 12 years under Prime Minister Narendra Modi.
Changes at IIPA
The Vice-President noted reforms carried out at IIPA during 2026. These include a redesigned 52nd Advanced Professional Programme, a structured internship programme and the induction of officers from the Central Civil Services and the Central Civil Accounts Service. He said these steps had strengthened the institute’s administrative and financial set-up.
He presented the Paul H. Appleby Award, the Dr Rajendra Prasad Award for Academic Excellence and the Best IIPA Branches Awards at the meeting.
The meeting coincided with Rashtriya Ekta Diwas, and the Vice-President paid tribute to Sardar Vallabhbhai Patel for bringing the princely states into the Indian Union.
